Built for Public Work, Held to a Higher Standard

Municipal paving projects carry expectations that go beyond a typical commercial job. Timelines are tighter. Specs are stricter. The public is watching. Whether it’s a county road resurface, a city street rebuild, or a school parking lot replacement, the work has to meet the standard the community expects and the funding requires.

Brooks Brothers Driveways serves cities, counties, townships, school districts, and public agencies across Northern and Central Indiana. We’re CDL certified, licensed, bonded, and insured. We work to INDOT specifications when required and bring the same equipment and crew standards to local municipal work that state-level projects demand. When you work with us, you deal directly with the owner from bid through completion.

Since 2016, Indiana’s Community Crossings Matching Grant Program has awarded over $2 billion to local communities for road and bridge improvements. Many of the cities and counties in our service area receive this funding annually. We work with municipalities that are putting those grant dollars to use and need a contractor who can deliver on schedule and within scope.

Common Issues We See on Public Roads and Lots

Deteriorating
Residential Streets

Neighborhood streets with widespread cracking, failed edges, and rough surfaces affect property values and generate resident complaints. Full-depth patching or mill-and-overlay can restore these streets without the cost of a complete reconstruction.

Failing County Roads

Rural county roads take heavy agricultural and truck traffic that accelerates wear. When patching can no longer keep up, a scheduled resurface or rebuild is the cost-effective path forward. We handle roads in Fulton, Cass, Howard, Miami, and surrounding counties.

School Parking Lots and Bus Lanes

School lots see daily bus traffic, parent drop-off lines, and staff parking. Potholes and crumbling surfaces in these areas are safety concerns for children and families. Summer break is the ideal window for school paving projects

Public Facility Lots
in Disrepair

City halls, fire stations, community centers, parks, and libraries all have parking lots that need to be safe and accessible. When these surfaces deteriorate, it reflects on the community and creates ADA compliance concerns.

Subdivision Road Construction

New residential developments need roads built to municipal spec before homes go in. We work with developers and local planning departments to pave subdivision streets that meet all local requirements for base thickness, drainage, and surface grade.

Failed Patches That
Keep Coming Back

If the same spots on a road or lot need patching every year, it means that the base has failed in those areas. Repeated cold patches are a temporary fix that costs more over time than a proper full-depth repair or section replacement.

Municipal Paving Services We Provide

Road Resurfacing and Mill-and-Overlay

We mill the existing surface to a specified depth and apply fresh hot-mix asphalt for city streets, county roads, and township roads. This is the standard approach for roads funded through Community Crossings grants and other local programs.

Road and Street Reconstruction

For roads where the base has failed and resurfacing won’t hold, we handle full reconstruction. This includes removal of the existing surface, subgrade repair, base installation, and new asphalt paving. We work to INDOT Section 402 specifications when required.

Public Facility and School Lot Paving

New construction, replacement, and resurfacing for school parking lots, city and county building lots, fire stations, parks, and other public facilities. We coordinate timing to minimize disruption, especially for school projects scheduled during summer break.

Full-depth patching, pothole repair, and crack sealing for municipalities that need to maintain their road network between larger projects. We handle targeted repairs that extend the life of the overall surface until a full resurface is budgeted.

Why Municipalities Work With Brooks Brothers

CDL Certified

Our CDL certification means we’re qualified to operate the heavy equipment and transport materials that municipal road projects require. It’s a distinction that separates us from contractors limited to residential and light commercial work.

INDOT Specification Compliance

When your project requires work to INDOT standards, we follow them. We’re familiar with Section 402 HMA pavement requirements, base preparation specs, and the quality control documentation that publicly funded projects demand.

Direct Communication With the Owner

Municipal projects involve multiple stakeholders: public works directors, town boards, engineers, and residents. Having one point of contact who manages the project from estimate through completion simplifies coordination and keeps the work on track.

Grant-Funded Project Experience

We work with communities that fund projects through Indiana’s Community Crossings program and other local funding sources. We understand the timelines, documentation, and scope requirements that come with grant-funded work.

Equipment for the Job

Municipal road work requires more than a pickup truck and a roller. We bring pavers, milling equipment, dump trucks, rollers, and the full support fleet needed to handle road-scale projects efficiently. Our equipment includes Bobcat, LeeBoY, Hamm, and Dynapac machines.

How a Municipal Project Works With Us

Municipal projects start with a conversation about the scope, timeline, and budget. Levi meets with the public works director, town manager, or project engineer to review the roads or lots that need attention. If plans and specs are already in place, we bid to them. If the municipality needs help defining the scope, we provide a detailed assessment and written estimate.

Once the project is awarded, we coordinate the schedule around community needs. Road closures, detour routes, school schedules, and event calendars all factor into the plan. For road resurfacing, the crew mills the existing surface, applies tack coat, paves with hot-mix asphalt to the specified thickness, and compacts to density requirements. For reconstructions, we handle the full sequence from demolition through final paving.

After the work is complete, we provide any documentation the municipality needs for grant compliance, inspection records, or project close-out. Every project is backed by our one-year warranty and 100% satisfaction guarantee.
